Delta Green Operation SLUSH
This is an operation I had prepared to cap my Delta Green campaign with. Though I liked it, I ended up not wanting to go along with it and killed the game first. Also the whole thing ended up being way too wordy, this is NOT a simple drop-in scenario. Hopefully you can do with it more than I did.
The whole thing is inspired by the videogame Night in the Woods and, very obviously, Twin Peaks.
Content warnings: Kidnapping, sexual violence, opiates.
Table of Contents
June 8th, Wednesday
School time: 8 AM to 2 PM. From 2 to 3 PM the students are in transit, but from 3 PM they can be found in their places.
Situation
Matewan, Mingo County, West Virginia, right at the border with Kentucky. Population ~500.
Also involves Buskirk across the river and Blackberry City down the lane.
They're still mining coal out there. More coal was found on the mine shortly after the first sacrifice was made, so now they just kept doing it.
There is a small cabal of cultists in the town who found a dead or sleeping monster inside the mine and, driven by desperation once the coal ran dry, decided to start sacrificing undesirables to it. The monster remains ignorant however. Shortly thereafter, more coal was coincidentally found, which made them believe that as long as they keep killing, the wealth will keep coming.
- This happened around the early 80's. They were then found out a few years later by the local authorities, so people got roped into the operation and eventually got senators Jay Rockefeller (WV) and Mitch McConnell (KT) on the boat, so long as they provided them with fresh bodies. They got a few close calls over the years so there should be library evidence if one goes looking for it.
One of the cultists, however, actually did manage to make a ritual. Unbeknownst to any of them, both you and the victim had to be drugged for the sacrifice to work, and he - one of the last doctors still practicing in town - managed to do this accidentally because both he and the victim were on opioids (similar to OxyContin). This made him serve as a new incarnation for Nyarlathotep, who's a loser but a relatively powerful one.
The opioids they were abusing were being tested out by Purdue Pharma, who were testing out their own spin on the drug produced by Dr. Gary King from Sherry Jackson1. They acquired that Substance K2 via March Tech3, who was involved - with the knowing consent from Delta Green - in renovating its tests from the MKULTRA program to make a wonder drug with leftover alien tech.
Delta Green gets involved thinking it's a regular incursion when Candice Thompson, a prostitute who lived in Buskirk, Kentucky, is found across state's lines in Thacket, West Virginia, wandering. Simultaneously, their network picks up a series of Facebook posts by Priscilla Bailey which at first sight seemed to be gibberish, but they actually were a bad version of an actual ritual, almost as if she had been doing it from memory.
- She had been kidnapped as the SSSS human trafficking victim, not sacrificial lamb. She managed to escape when the doctor came for them.
Priscilla was addicted to OxyContin and Heroin. She was also cheating on her boyfriend with Isaac.
She was raped by her father one day, then the next day she got abducted by the Cabal, who thought that disappearing her would be easier to disappear her, along with the prostitute Candice Thompson.
When the group did the sacrifice, both Priscilla and the doctor were using OxyContin, and so they fulfilled the Nyarlathotep ritual. This was relatively flashy, with a hole appearing and the Pharaoh himself stepping through
- Nyarlathotep had been subtly influencing both of them through dreams to do this and prepare them for the ritual.
In the confusion, Candice fled into the night, but she had been heavily drugged and was found by a woman (this was around midnight) who noticed she was unwell and decided to drive her to the hospital up in Turkey Creek (half an hour away).
Candice was taken care of in the ER but by the morning she "slipped into a coma". In actuality, the possessed doctor gave her enough drugs to provoke a coma but not enough to kill her, knowing it would be harder to dispose of the body like that.
Panicking, the cabal wrapped Priscilla's body in plastic and threw her in the Tug River
Before April - Her best friend Hailey was getting very concerned with her heroin habit, but Priscilla's attitude of blowing her away results in her taking a step back from their friendship.
April 5 - Priscilla gets in a car accident while joyriding with Isaac and suffers a spinal fracture and spends that month hospitalised
May - She's doing active rehabilitation: sitting upright, short walks, increasing mobility, taking OxyContin constantly in this period.
- Somewhere around May she tells her boyfriend more details on what had happened, as he was kinda being kept in the dark, and he leaves her.
June 2 - Priscilla starts walking again and is taken back to her home.
June 6 - At night, Priscilla is raped by the dad.
June 7 - The next morning, Priscilla doesn't know what to do, so she starts making plans and contacts her old friend, Candice, through the landline. Her dad was listening in though, and prepared to get her.
Priscilla goes out to meet Candice at 6 PM. She tells her mom she's going out to visit Hailey and catch up to school stuff. Dad leaves work early.
Candice picks her up at the gas station and drives out to the abandoned radio tower, where the kids of the town used to play, where Priscilla tells her what's happening. Priscilla's dad shows up with another member of the cabal, there's a brief scuffle as Candice resists but eventually they're both knocked out and driven to the mine, in West Virginia.
- They sell Candice's car to the Auto Parts shop and toss her belongings in the river.
At night, they make the ritual and Candice flees, Priscilla is murdered, Nyarlathotep takes the body of the doctor.
June 8 - Candice turns up all fucked up and Priscilla turns up dead.
Nyarlathotep's plan: He wants to wake up the Thing Under the Hill and believe he can control it. He cannot. However, to do that he needs his old things. On Friday 10, he'll get on an overnight flight from Baltimore to London and start tracking his old stuff down. He'll be back by Monday with his old belongings, which includes a ritual to wake up the Thing. If this comes to pass it's a DEFCON 1 scenario and the only way to banish it back will be nuking the area.

The Mine Where the Thing Lies
A section of the active coal mine that has been sealed off by the Office of Abandoned Mine Lands & Reclamation of West Virginia due to supposed collapsing hazard. They have 3 burly rottweilers patrolling the area.
- There is no collapsing hazard, this was made-up by the head of the mine at the time to hide the existence of the Thing. Getting a mine inspector from Charleston would count as Official Requisition.
- Guard Dog
- STR 12 CON 13 DEX 13 POW 10
- HP 13 WP 10
- ARMOR: 1 point of fur and thick skin.
- SKILLS: Alertness 70%, Track by Smell 80%.
- ATTACKS:
- Bite 30%, damage 1D6.
- Knock down 50%. If this attack hits, the dog attempts an opposed STR×5 test against the target. If the dog succeeds, the target is knocked prone.
- Guard Dog
Someone who manages to pass through the dogs and goes inside the mine finds a chain link fence with a door with signs of "Turn back" and a yellowed copy of the court order that shut down the mine. Going further inside one notices the tunnel hasn't been dug by machinery, but rather by picks and shovels. There is a ventilation shaft still operating and a simple room built inside the mine with two shackles to the ground, atop one there's an X. Tons of roaches here.
It seems to be going around something, and then it ends on a purple curtain. A gentle breeze can be felt, emanating from inside the room. In front of it there's a horrible smell of carnage and the ground is soaked with blood and decaying bodies, all manners of burrowing roaches and other decomposers feast here.
Behind the curtain is The Thing. Shining a light on it, it's a face like an inverted triangle with a pair of bulbs on each side, strange hair and feelers staring straight ahead, seemingly dormant. Seeing this causes 1d6/1d20 SAN loss.
The Bailey Household
The house where Herman and Sheryl Bailey live with their son, Abraham, and formerly with their daughter, Priscilla.
Herman and Abraham are unrepentant. They seem very distressed in the presence of a federal law enforcement agent.
Sheryl seems distressed too, but it's because she's worried the FBI will find out that her husband is a rapist.
It's a 3 bedroom house.
- In Priscilla's bedroom, on the second floor, still untouched, one can find her diary, which she's been writing as per suggested by Dr. Mason, as a way to deal with the mental trauma she might suffers. Her parents are entirely unaware of the diary. It takes 1 hour to go through all of it - her handwriting isn't good, she rambles a lot, and by half she starts doing poetry too.
- Reading it, one finds out that she was with Isaac when she went joyriding.
- She expresses regret over the way she treated Hailey and about her heroin addiction, though she ironizes that now she's "hooked on the doctor's happy pills".
- May 16, she told Hector that she was with Isaac, and that he was very angry and stormed off. "Dear diary, I feel like shit."
- She says she's been taking an extra happy pill per day, and that she doesn't like coming down because the pain in her legs and the pain in her head come back. "I don't want to be this animal anymore."
- Mentions of a man in a pinstripe suit with a British accent and a pointy chin beard telling her she was going to "become a part of something beautiful" and "become one of the most important people in history", which seems to hearten her some more. This is followed up by a series of attempts at a ritual that the man whispers to her in her dreams, but that she can't seem to get it right; this is the same ritual attempt she posted on facebook.
- June 2, she's walking well enough that the doctor seems to think it's better to finish her recovery at home. She seems happy to finally leave the hospital.
- She slows down her writing, mostly mentioning how her family seems cold and how she's a pariah, but it's mostly told through poems with imagery of cicadas and caterpillars, and how she's looking forward to her transformation.
- Last entry on June 7 is very confusing. She's scattered, says that the man in her dreams lied to her and that she doesn't want to become "another missing persons case".
The car out in front (an old Ford Explorer, if asked), if examined, has mud tracks.
The Library
The closest public library is that of Matewan. It's two garages worth of books, pretty much all of it about the Hatfield and McCoy feud, but the librarian takes very good care of it and is always trying to link it to the state's inventory.
Perusing the library's archive takes 12 hours and is halved per agent, and halved further if they have History at 30%.
An agent who spends time at the library looking at newspapers and obituaries will realise that every year ever since 1981 there have been tragic accidents either in Matewan or the surrounding towns: some sort of vagrant always goes missing twice, usually prostitutes and such. There is no particular regularity for it, but it happens every single year. Cross-referencing these disappearances with the Sheriff's Office of Pike County, KT, or State Police Troop 8, Criminal Division, from WV, is a Standard Official Requisition. They get back to the agents with documents that they're all cold cases and that the Sheriff's Office or Troop 8 ruled them all as deaths very quickly and sloppily, basically didn't bother with it at all.
- It alerts the authorities that the feds are flying too close to the sun.
Jamie Ellis - White, 41, Librarian, Baptist (regular). Undiagnosed ADHD means she leads a very stressful life. Fully cooperative with the government and excited about the prospect of helping an official investigation.
The Hospital
Candice Thompson in a coma - Visiting her is easy and accomplishable with the flash of a badge. She looks regular. Inspecting her body, one notices that she had been tightly bound recently, but the nurses gave her a shower since she arrived. They do mention that she was very dirty with very black dirt.
- Inspecting the camera footage, the last person to visit her before she slipped in a coma was Dr. Greg Mason. He'll say he was simply doing a routine check.
Greg Mason's office - Bunch of boxes of OxyContin, he is quietly sponsored by Purdue Pharma. Anyone with Pharmacy 30% who inspects the boxes, though, will notice this is not the OxyContin formula - in fact, this is all bullshit. Pharmacy 50% or Chemistry at the same level, or a roll, will tell the formula on the box would result in a completely ineffective medication.
None of this is actually illegal, and Mason will bring that up and say this is being done according to the strictest standards of ethics. An official investigation would require red tape - Official Requisition to the board of ethics of WV.
Acquiring access to his computer (the password is in his planner, which he carries inside his suitcase), one may read his e-mails. It takes 2 hours to go through all of it, but one notices that yes, a drug representative of Purdue Pharma, Ian Moore (White male, 37), based on Stamford, CT, had been in contact with him and basically hanging over his head an ethical violation in order to make sure that he complied with a secret testing of a drug. This isn't said explicitly so none of this would hold up in court, but there are references to calls and meetings that point towards that. There's also references to "the Shareholders" - anyone who looks it up will know the Sackler brothers each hold 1/3 of the shares of Purdue, but the e-mails distinctly do not seem to be talking about them, because whenever they do mention a Sackler, it's by name.
- The idea here was to spin out the conspiracy upwards, involving the senators already mentioned, etc, who knows how deep this hole goes. This whole thing is a minor part of the opioid crisis in America. There must be no legal way of acquiring any of the information on any of this going forward.
The Old Radio Tower
The typical haunt of the youth, out in Buskirk.
The road stops nearby, there's a dirt road that goes into woods there. There's also two different car tracks. It doesn't look like the kind of place that people go by car.
At the location itself, Alertness tells any investigator that there are footprints here. Forensics says it's signs of a struggle, since clearly there are multiple footprints one against the other and with different levels of weight applied. One of the car tracks makes a circle to turn around and the other backs away and then follows it.
The Strip Mall
Auto-Parts Shop & Workshop
Lauren Burns works here from 9 AM to 6 PM, and Isaac is her apprentice, working from 3 PM to 6 PM every day, including weekends.
Lauren has 3 cars in her workshop. Two of them she's mostly scrapped for parts, the third one is Candice's Ford Taurus that's currently untouched. She doesn't know that car belonged to Candice.
- Inside the car, dusting for prints, one finds prints for Candice and Priscilla, but on the inside of the door there are also prints for Abraham Bailey. Someone clearly tried to wipe the prints from the steering wheel but forgot the door. There are no belongings in the car. The wheels are muddy.
Blockbuster Video Rental
Hector Mclean works part time here from 5 PM to 10 PM. The rest of the time he'll be at home.
RC Country Store Gas & Fillin' (Across the street)
Tom O'Neill works here from 2 PM to 11 PM. Before that his employee Jonas Barnes works, starting at 6.
Tom saw Candice and Priscilla meet up out in front. Priscilla seemed distressed, they hugged, then Priscilla entered Candice's car and they drove away down south.
NPCs
The Cabal
Stephen "Old Man" Morgan - White, 81, Baptist (lapsed), retired farmer.
Thinks Priscilla's dad has gone too far and will sell out if discovered.
Has been old since most people can remember and has outlived pretty much all of his peers. Lives with his wife out in the field, owns a pretty substantial amount of land. His kids have all left for college and never came back.
Abraham Bailey - White, 20, Christian but doesn't attend any church.
- Miner. Priscilla's older brother and Herman's son, will never sell anyone out.
Herman Bailey - White, 50, Christian but doesn't attend any church. Miner.
It was Herman's father, Morris, who found the monster under the hill and who, together with Stephen and Greg, along with some others that are now dead, founded the cabal.
He's paranoid and think the feds are with the senators and the shady people who want to silence him.
Greg Mason - The Possessed Doctor, White, 55, Methodist (lapsed).
Works at the Tug Valley ARH Regional Medical Center, out in Turkey Creek, Kentucky.
Took "OxyContin" basically recreationally, anyone who knew him knew about his pill popping habits, and that he prescribed them for fucking anything.
Any of the cabal knows that they were providing bodies to the SSSS, but Abraham doesn't know how deep it goes just yet.
They all also know that there was a strange presence who entered Greg Mason, and they heard his voice screaming and growing distant. Mason started speaking with a different voice for a little bit but then he changed back.
Their contact to the SSSS changed constantly, but they do have access to the latest one; a low level middleman and human trafficker who is himself mostly insulated from the broader conspiracy. They didn't have a usual meeting place, they would all receive a message to take the person to a seemingly random place. There they would find their liaison usually wearing a balaclava or bike helmet and with a different car every time, but they noticed that the voices and eyes usually changed.
Only Old Man Morgan knows this: Information would get to them because they're keeping tabs on the police. When the local police would make the report of someone missing, they would send the message. Due to the proximity with the FBI now, they won't be sending the message, and will likely be in the middle of cleaning up their tracks from the police precinct.
- If they investigate the police (through official requisition) it will blow the entire case as the FBI from Louisville will want authority over the investigation, etc. While the bureaucratic imbroglio rages on, the SSSS cuts all their ties and focuses any evidence into one unsuspecting officer.
Ian Moore - White male, 37. The Drug rep who was pushing it onto the doctor
Priscilla's Circle
Priscilla Bailey - White, 17, Christian but doesn't attend any church.
Sheryl Bailey - White, 45, Methodist (regular). Stay-at-home. She stumbled upon Herman's rape of Priscilla and limply decided to cover it up to save face and "protect her family".
Herman Bailey - See above.
Abraham Bailey - See above.
Hector Mclean - Ex-boyfriend, White, 17, doesn't care about religion.
- Older brother - Stanley Mclean - White, 24, doesn't care about religion. Works at the post office.
Isaac O'Neill - Guy she cheated on boyfriend with, 18. White, atheist.
- Father - Tom O'Neill - White, 43, atheist, owner of the local gas station and convenience store. Divorcee. Works part time on Lauren's workshop as a mechanic's apprentice.
Hailey Anderson - Best friend, White, 17, raised Baptist.
- Grandpa - Fred Anderson - White, 77, Baptist (regular), Retired.
Candice Thompson - White, 22, Prostitute. Raised in the Assembly of God. Blind in one eye.
- Drove a green 1994 Ford Taurus.
Lauren Burns - Found Candice roaming, White, 44, Baptist (lapsed), owner of the Auto Parts Shop.
The FBI
Special Agent-in-Charge Leo Carpenter, Louisville field office - White male, 46. Originally from Virginia. Very straight-laced, but also very sensitive about challenges to his authority. Will expect the agents to give reports every night, and will scrutinize them and their credentials if they start acting suspicious.

Sherry was from a previous opera I ran for my group. Black, 33, resident of Brookings, SD, known as a conspiracy theorist and generally out of kilter person who worked at a Domino's and did nail on the side. She went off the deep end when her husband, Damarion Shed, divorced her after she had an episode where she beat their son severely. She was then kidnapped by an organisation known as The Society of Supernatural Sights and Statues, created by Mann, a group of rich people who want to see things in a voyeuristic manner, and the goons who provide them with these experiences. Dr. Gary King (white, 36, cheerful and sarcastic) is just a neuroscientist of no renown who rubbed elbows with the right people and got into the SSSS gig.↩
A substance in my games which allows one to manipulate and interact with dreams and memories. MKULTRA was a big way to test that, it's of alien origin.↩
Just in case you don't know, they're the guys who "inherited" the tech research from MAJESTIC-12 after those guys went under. Basically Palantir or wtv.↩
